Try setting the server IP and secret in radtest configuration file
($sysconfdir/raddb/client.conf), instead of the command line. The
corresponding configuration statement will be:
server ID 166.82.2.109 sharedsecret 1812 1813
(ID is any identifier you like. Replace 1812/1813 with the actual
port numbers, if your server uses other ports).
