[Help-gnu-radius] Looking for a resource network including Radius

Hello.
 
I am looking for someone who can architect, deploy and manage a network for 
interconnection to various wireless carriers such as AT&T, Verizon, etc.
This will include a Radius solution for authentication and billing.
 
This can be on a contract basis or full employment.  Must have good 
understanding of IP routing architecture as well.
