Samba for Unix System Service (S/390 platform)

I down loaded a version of Samba, 1.9.18p1, from MKS and IBM at http://www.mks.com/s390/gnu/index.htm.  They do not provide a mechanism for answering questions.  So, I'll ask and hopefully you can help me.
 
The instructions say to run 'make'.  So, I have been able to figure out how to get the 'make' command to run.  It is now running and getting condition codes of 0, which in OS/390 is good.  However, in the stderr file I see:
 
CEE3627I The following messages pertain to the programmer default run-time
CEE3615I The installation default for the run-time option COUNTRY could no
make: Error -- echo: EDC5129I No such file or directory.                 
FSUM8226 make: Error code -1 (Ignored)                                   
make: Error -- echo: EDC5129I No such file or directory.                 
FSUM8226 make: Error code -1 (Ignored)                                   
make: Error -- echo: EDC5129I No such file or directory.                 
FSUM8226 make: Error code -1 (Ignored)                                   
 
With the 'make: Error' and 'FSUM8226' repeated 228 times.  And I don't see the samba directories that I thought I would see.  The command is I am using is: PGM /bin/make -c /samba-1.9.18p1/source/ -i -r -v.  Without the -i it does not run to cond code 0. 
 
So, what should I see as output from the 'make' process?  More directories under samba?
 
The next step is to run 'make install'.  I don't see an option for or command for 'make install'.  What does this mean?  Where can I find documentation on 'make install'?
