sorting files with headers

How can 'sort' be made to ignore certain lines?  

I need to sort/resort files that have headers, but sort folds the
headers into the list, making it rather useless.

I think you should be able to give starting/ending line numbers to
sort and/or 'tell' it to ignore certain lines.
