ACTIVEMIGRATION is the only option.  If set to NO, your peer will not accept 
content from other peers into its datastore. All peers always do some 
(limited) amount of content migration when idle (by sending content to other 
peers).  You cannot configure what content is used for that -- or how much 
bandwidth should be used.
