There was no way

EXTERNAL_ADDRESS = x.x.x.x

would work. If I did

gnunet-hello -e

my actual IP would be missing.

I created a dummy interface that just contains my public IP. 
And now not only "hello" contains the public IP, but I was able to bootstrap.
