Indeed, that's what's happening. Actually, this is rather useless anyhow
since (whenever running gnustep) I usually start up all the services
while launching my desktop.

No, that version of openapp comes with gnustep-make package being part
of Debian unstable. There's "another" openapp script here located at
/usr/lib/GNUstep/System/Tools/openapp which seems to be more
GNUstep'ish. Anyhow, what would be a good solution to fix the
misbehaviour? Will it suffice putting the full path of the GNUstep
openapp into Debian's openapp and remove the gdnc-starting line?
