This turned out to be defective boot drive.

Grub got hosed on a UEFI ZFS root-based Linux Mint machine. I tried
reinstalling it and got this error message
grub-install: error: cannot copy `/boot/grub/x86_64-efi/core.efi' to
`/boot/efi/EFI/arch/grubx64.efi': No data available.
The file /boot/grub/x86_64-efi/core.efi is intact and indeed was properly
copied to /boot/efi/EFI/arch/grubx64.efi, so what could this error be about?
