The Debian GNU/Hurd tarball in that directory is generated with crosshurd,
which is still inmature and buggy.
I'll try to debug this and upload a fixed tarball, but don't have time right
now.
In case someone wants to look, it's most likely a configuration problem in
crosshurd's post-unpack script. In makehurd.sh in crosshurd sources, you'll
find a bunch of commented lines that come from Marcus' crosshurd, perhaps
some of them are related to this.
