AFAIK you need to build the programs to use utf-8 (or whatever you
use) and set the right locale.

Well, I was working on this (about a year ago). I just need to
continue my work. I have to update it so the updated XFree 4.3 syntax
will be supported and clean it up. I will send a mail to bug-hurd
when I have a version that works good enough for an end user to use.
