No it isn't if we are to trust your output...

That's (hd1,9), not (hd0,9) which would have been /dev/hda10.
Not at all. Linux (and Hurd) enumerate on the basis of IDE connections,
the BIOS usually just gives out numbers. If there is no hda, then hdb
is indeed (hd0) for grub (which listens to the BIOS).
