This is a makefile, not a shell script. Backquotes (``) don't do
anything special in a makefile (in most places).

This simply creates a target with the literal name "`genTargetList`"
You need to use something like:
MyTargets := $(shell genTargetList)
Note this is GNU make only, and not portable to other versions of make.
