One difference which screams out is that the older version was built 
natively whereas 3.79 was built for, and presumably installed as part of, 
the Cygwin environment. This is very likely the problem. It's not worth 
explaining all the issues here: the answer is to get or build a native GNU 
make (and preferably upgrade to 3.80 in the process). Prebuilt native 
versions are easy to come by: google for "GNUWin32" or "MSYS".
