And of course I didn't try one more $.  This works:

define some_func

target: $$($(1))
        echo '$$$$' > $$@
endef

my_func = $(eval $(call some_func,$(1)))

TARGET := all

all:
        @echo Done!

$(call my_func,TARGET)
