Sounds to me like what you're thinking of is a so-called "Build
Management Tool". Try googling for that, and don't forget the ads on
the right side which will show some commercial products. Commercial
versions include Electric Commander and Build Forge. There are a
couple of freeware options of which the best known is Cruise Control.
Most of these are Web GUIs. The idea is that you or someone configures
exactly what "Build It" means, after which anyone so authorized can go
to the appropriate URL and click the Build It button, examine logfile
output, etc.
