makefile syntax is not the same as shell syntax.
backticks does not work in makefiles as you expect them to.

To do what you want use:

    VPATH = $(shell pwd)/foo


Note - you can use backticks in commands like this:

all:
        echo `pwd`

Because the command is executed by your shell.
