This rule has no prerequisites, so it will be only ever be run if the
target doesn't exist. That's obviously not what you want.
Instead you need to force this rule to be always run. You can try
something like this:
libA_ref_model.so: FORCE
$(MAKE) --dir=A $@
FORCE: ;
