"if ... fi" is passed to a subshell; then "echo ..." is passed to a
different subshell:

I'd change the makefile:

-       fi
-       @echo ${message}, $${message}, $message, $$message, eval $$message
+       fi; \
+       echo ${message}, $${message}, $message, $$message, eval $$message
