Because, despite being told about this multiple times before, you read
the manual for the current version, 3.82, but run an older version?

$ cat /tmp/f
all:
        @echo $(.SHELLFLAGS)
$ gmake -f /tmp/f
-c
$ gmake --version
GNU Make 3.82
Built for x86_64-unknown-openbsd4.8
