Order only dependency for phony targets

Hi,

In following makefile

.PHONY: all install
install: all
install:
   @echo doing $(@)
all:
   @echo doing $(@)

is there any difference between
install: all
and
install:  | all
I'm pretty sure that there is no difference in the outcome but maybe there is difference in make performance
