In general, no. It depends on your terminal. If in nano you type:
M-V <Backspace> and M-V <Ctrl+Backspace>, and they produce different
codes (in my case: ^? and ^H), then you can bind <Ctrl+Backspace> to
some function by rebinding ^H. For example: bind ^H chopwordleft main.
