Knowing Octave's source code has no bearing here, because this all
crucially depends on how Octave was compiled, what it's linked to,
etc; it all depends entirely on the Windows build. Without diagnostic
information, I cannot do better than offer a wild guess. The people
who care about Windows 8 have to provide this diagnostic information,
and a prerequisite is that the people who care about Windows 8 have to
compile Octave for it.
Until someone comes along and compiles Octave for Windows 8, this
problem is likely to remain undiagnosed and unresolved.
