Trouble installing packages

Hey I download packages from http://octave.sourceforge.net/packages.php and
try to install them in octave following the instruction on that page.
Unfortunately when I go through the process, it tells me that they do not
exist and that It cannot append the file ( whatever that means). Do I need
to save the packages when I download them to a specific location or is
something else out of whack?
