No problems, of course.
We'll just keep on hoping that someday someone will take it up ;-)

Anyway, there's a plethora of Java XML libaries around and many 
tutorials on using XML, see e.g., here:
http://www.rgagnon.com/topics/java-xml.html

Octave has an Octave-Java bridge (Octave-Forge package) and it has 
recently been integrated in the development source.
Maybe that is a way you can proceed.
