octclipse required dltk. The zip file you downloaded is not enough. Try
reinstall same zip after connecting internet. Note that you should click
checkbox(bottom of the installation dialog)-'automatically check for plugin
upadate'(I forget! The exact name of that check box,but it is bottom of
dialog box!). We can not identify and download plugins directly in eclipse.
