The windows 8 related problem is caused by some windows 8 incompatibility of
the current version of gnulib. The bug has been traced and a fix has been
proposed. Until a new version will be available, you can try Michael
Goffioul's workaround for running octave on windows 8 (I could successfully
run the mingw octave-3.6.2 version on an win8-x64 machine).
In order to invoke octave, change the octave shortcut to have -i
--line-editing switches following the octave.exe, i.e:
octave.exe -i --line-editing
