Communication Package Installation Error in WIn 7

Hi All ,

I am unable to install COmmunication Package in WIn 7. I get following
error:

octave-3.6.2.exe:6> pkg install communications-1.0.10.tar.gz
sh.exe: ./configure: /bin/sh: bad interpreter: No such file or directory
the configure script returned the following error:
