It's "GNU Octave" like "Microsoft Windows", i.e. "Brandname Product".
When you see "GNU/Linux" that is to indicate that they are two parts
that make an operating system, like "GNU/Hurd" or "GNU/kFreeBSD".
There are no two distinct parts called "GNU/Octave" that make up an
operating system.
