Octave does not come with functions that are potentially used only by
coterie of users. There are the Octave-forge packages for that, in
your case

When searching for functions try this page

Now, try sgolayfilt as well as butter. The sgolayfilt has better shape
conserving properties than butterworth filters (though is harder to
indicate cutoff frequency)
