There is a dctii and dctiii in Ltfat (google it), they should work in Octave 3.4. They are also faster, if you manage to compile the backend. Cheers Peter.

Note that I am not this system's administrator and the admin will not be
upgrading Octave any time soon.
It looks like you need to upgrade Octave.
Others may know if the required packages for your version of Octave are
still available...somewhere.
