help, path, etc. not working

Hi,

Just installed Octave 3.6.4 on Win7, mingw, command line. Running into
several problems, for instance 

   octave:15> path
   'less' is not recognized as an internal or external command,
   operable program or batch file.

Also some problem with the help function:

   octave:22> help pkg
   'makeinfo' is not recognized as an internal or external command,
   operable program or batch file.
   warning: help: Texinfo formatting filter exited abnormally; raw Texinfo
source of help text follows...

   'pkg' is a function from the file
C:\Octave\Octave3.6.4_gcc4.6.2\share\octave\3.6.4\m\pkg\pkg.m

"ls" doesn't work right after launch but starts working after I changed the
directory.

Lastly,

   octave:25> pkg install -forge miscellaneous

   unpack: unarchiving program exited with status: 127
   'tar' is not recognized as an internal or external command,
   operable program or batch file.
   error: called from 'unpack' in file             
C:\ Octave\Octave3.6.4_gcc4.6.2\share\octave\3.6.4\m\miscellaneous\unpack.m
   near line
 187, column 5

Something fundamental seems wrong. Can anyone help please? Thanks in advance
