I maintain a customized version of Octave, with a GUI based on the
Octave GUI. It works in Windows 8. You can get it from here:

  http://forja.rediris.es/frs/download.php/2954/Octave-UPM-R8.2-setup.exe

You may need to install some Visual C++ libraries too. Just open
Octave UPM after installing it, if it works, you are done; if it does
not, install the following package:

  http://forja.rediris.es/frs/download.php/2664/vcredist_x86.exe
