In ubuntu 12.04, I use this:
sudo apt-add-repository ppa:octave/stable
sudo apt-get update
sudo apt-get install octave octave-doc octave-info octave-htmldoc
sudo apt-get install liboctave-dev
sudo apt-get install octave-dbg
