gnubish question: installing packages in octave 3.6.4 |

I just finished the epic journey of installing Octave 3.6.4 on my Mac
OSX 10.8.4 system using fink, as described in:
http://wiki.octave.org/Octave_for_MacOS_X#Fink
Now I'd like to install some packages (namely signal). Following the
Octave help instructions, I tried:
octave:1> pkg install control-2.4.4.tar.gz
but that failed with this message:
make: /sw/bin/mkoctfile-3.6.4: Command not found
(and sure enough, mkoctfile-3.6.4 does not exist in the /sw/bin
directory). I did find a reference to Octave Forge suggesting I
download the entire package set as a .7z file, but those directions
appear to be specific to Windows.
What's the secret to loading packages on Octave 3.6.4 on Mac OSX 10.8.4?
Thanks in advance...
