If you need a windows installer for octave with java enabled,
you can use the one from here:

In that directory you will find two screenshots, one of them
showing octave opening a java swing window, the installer .exe
file, and the source code archive.
The source code archive is huge (1.4GB) and only there to comply
with the GPL. To install octave, you only need the installer .exe
which is 120MB.
You will need a 32 bit Java Runtime Environment to use Java from Octave.
This is an unmodified mxe build. It is built after the instructions found on
http://wiki.octave.org/Windows_Installer
