Resample spectra (or data) to a coarser, irregular, wavelength and FWHM?

Dear Octave List,

In case this question is already asked/covered by the list, I do apologize.

 - How can I resample Vis-NIR spectra to a coarser wavelength resolution and FWHM?

 - How can I do the same with spline interpolation?

(in this case I think FWHM is not used)

For example... resample measured spectra every 5 nm, to MODIS satellite wavelength and FWHM.

My data is in column or row vectors.
