Please tell your situation in more details.

What can be guessed is only you are using windows because the extension of 
run-time library of "dll".

Please describe the version of octave (e.g. 3.8.2), the operating system (e.g. 
windows 7 64 bit), the detailed operation that gives an error message and some 
other information to tell your situation.

Without them, nobody will be able to answer for your problem.
