​I think you must provide us more information (your OS, octave version, etc.).

I'm able to run:

plot(rand(10,1))

set(gca, "ylabel", text("string", "Señora"))

set(gca, "title", text("string", "Eñísima"))

and it reproduces correctly nuestra eñe.
