Very likely but nevertheless we have to keep in mind to ask where the
user has downloaded the installer in the first place (Francis Yee has
mentioned the official gnu.org download).
I remember that "GNU Octave tutorials" on youtube linked to .ru sites
with an infected 3.8.x installer some months ago so it's possible that a
user found an infected installer "somewhere".
