JustjUploaded a new cygwin package
  octave-instrument-control-0.2.1r70a-1

give some time to the mirrors to propagate it.


octave:1> pkg load instrument-control
octave:2> exist("serial")
ans =  3


Also the VXI11 interface should be available but I can not test it.
