control 3.0.0 released

Hi everyone

a new release of the control package [1] is out, version 3.0.0, by
Lukas Reichlin.
This is a major release of the control package, as you may have already read
on the mailing list [2].  A summary of important user-visible changes is also
available on the NEWS file [3].

The control package provides Computer-Aided Control System Design (CACSD)
Tools for GNU Octave, based on the proven SLICOT Library.
