Two parts required to get it working:
1. get ffmpeg installed - you may need to download the mxe-octave repo 
and built it, also building the ffmped target before building the 
installer. (and then install it)

2. patching the video package - download the current package, untar it, 
apply the patch(es) to it, tar it back up.

Then you might have a system that has the libraries you need, and a 
video package you can then try to install.

I don't know if anyone has successfully used it in windows yet.
