m1 is not a Matrix.

May be you were looking for

octave:1> m1 = [1 1; 2 4; 4 8; 3 6]
m1 =

   3   6

octave:2> m2 = m1.*0.2
m2 =

   0.20000   0.20000
   0.40000   0.80000
   0.80000   1.60000
   0.60000   1.20000

{1 1; 2 4; 4 8; 3 6} is not the same as [1 1; 2 4; 4 8; 3 6]. For the difference see the Octave manual "cell array" and "matrix".
