If Octave was build with --disable-docs and you get that error (the one that says "unable to open macros.texi for reading"), if you create the file specified in the error, then the error will go away.  See the following bug:

This likely means that Octave was compiled with --disable-docs. Did you
build Octave yourself or install it from a distribution package manager?
