unfortunately this change will be available with the next major release.
For now you can do two things:
1. Toggle the status bar at the bottom via "Show status bar" checkbox in the
Editor preferences, otherwise in
<home DIR>/.config/octave/qt-settings
in section [editor], there is the option
show_edit_status_bar=[true/false]
show_toolbar=[true/false] // later in the next release.
2. Reduce the Icon size: Preferences > General > Icon size --> small.
