not able to open octave

sir,

I have downloaded octave-4.0.3 version. I am able to download it but every time i try opening it , it shows some error saying 

windows cannot find 'E:\OCTAVE\Octave-4.0.3\octave.vbs.' make sure you typed the name correctly and then try again.

I got both the .CIL and .GUI file on my desktop also but when i try to open them similar dropbox comes.

Help me please
