So many problems, where should one start.
1. If your command prompt is missing, please tell us what Computer,
Operating System, Octave Version (maybe its source) you have installed.
Otherwise there is no chance to help.
2. Do you really need to compile Octave on your own? Depending what you are
running on your ARM Linux Distribution, there might be already packages
serving your needs.

3. If 1. and 2. are not solved, I think it is useless to figure out, why you
are unable to call pwelch from the signal package.
