Please upgrade to io-2.4.5 (just released). 
io-2.4.4 and 2.4.5 contain several fixes for bugs related to handling XML
files with the oct I/O interface.

In Octave, do:

pkg install -forge io

and try again.

If you can, upgrade Octave itself as well - 3.8.1 is old. Current is 4.0.3,
and within a few days or maybe a week or so, 4.2.0.
