Package install hangs.

I say chaps,
    When I try to install a package, Octave just sits there for ever. 
Processor usage is a steady 14%, i.e. one of the 8 processors is 
rattling away full time.

>> pwd
ans = D:\Octave\octave-4.2.0-w64
>> pkg install struct-1.0.14.tar.gz


Then, ..(20mins or so).. nothing happens.
Obviously I copied struct-1.0.14.tar.gz into D:\Octave\octave-4.2.0-w64 
beforehand.

Any ideas?
