It appears to be the issue with Qt theme.
In linux one can override the theme by using e.g. environmental variable
QT_STYLE_OVERRIDE.
E.g. i can do
QT_STYLE_OVERRIDE=windows octave
and i get something similar to your "ugly" picture
or
QT_STYLE_OVERRIDE=breeze octave
or
QT_STYLE_OVERRIDE=oxygen octave
The style that resembles most of your old picture is "fusion"
QT_STYLE_OVERRIDE=fusion octave
This is all on linux running Gnome desktop.
I have no idea if and how this will work on Windows.
